That the Regular Meeting adjourn to Committee of Adjustment at 6:00 p.m.

That Committee of Adjustment adjourn at 6:10 p.m. and convene as a Public Meeting under the Planning Act.

That the subject report for Plan of Subdivision 39T-NM-2101 & Zoning By-law Amendment Application P16-2021 be received for information

That the Public Meeting close at 6:36 p.m. and return to Regular Meeting

That Council receives this report and direct staff to award the construction of the O'Neil Drain and O'Neil Branch Drain Tender to Robinson Farm Drainage Limited (RFD) for $509,418.69 (including HST )

That Council receives this report and direct staff to award the construction of the Revington Municipal Drains Tender to Robinson Farm Drainage (RFD) in the amount of $145,414.05 (including HST)

That the report be received and filed at this time

That Council receive and approve the Accounts from August 6-23, 2021 in the amount of $1,299,394.55

That By-laws 060, 061, 075 and 076 of 2021 be read a third and final time

That the Open Meeting adjourn to Closed Meeting at 7:43 p.m. To receive information under the following exceptions: Litigation or potential litigation, including matters before administrative tribunals, affecting the municipality - Appeal of 1079 Elm Tree Dr Labour Relations or Employee Negotiations - Organizational Update And That Donna Vanhooydonk be appointed "Acting Clerk" for the purpose of recording the minutes during Closed Session.

That the Closed Meeting adjourn and return to Open Meeting at 8:46 p.m. without recommendations

That the attached minutes dated August 11 Regular and Court of Revision be approved as presented

That Application for Consent B08/2021 submitted under Section 53 of the Planning Act, be GRANTED as the application: satisfies the requirements of the Planning Act, is consistent with the Provincial Policy Statement; conforms to the Official Plans of both the Municipality of North Middlesex and the County of Middlesex; conforms with the requirements of the North Middlesex Zoning By-law; and represents sound land use planning Further that Application for Consent B08/2021 be subject to the following conditions: (Please refer to the Planners Report for full listing of conditions to be imposed)

That Application for Zoning By-law Amendment ZBA 15-2021 to amend section 20.4.1 by: a) deleting subsections a)i) machine shop, welding shop' and a)ii) equipment repair and updating the subsequent letter sequence; b) adding subsection a)iii) residential accessory structures; c) deleting subsections b),c) and g) and updating the subsequent letter sequence; d) amend sections 20.4.1 b) and c) to permit a front yard setback of 10.5m (34 ft), and an interior side yard setback of 2.4m (8ft) for the workshop; and e) adding subsection d) Minimum parking spaces for the industrial use shall be 3 be APPROVED as the applications: satisfies the requirements of the Planning Act; is consistent with the Provincial Policy Statement; conforms to the Official Plans of both the Municipality of North Middlesex and the County of Middlesex; satisfies the requirements of the North Middlesex Zoning By- law; and represents sound land use planning.

That Council receive and file the report titled Parks and Recreation Update

That Council direct staff to prepare a motion for consideration at the September 15, 2021 Council Meeting

That By-laws 075,076 of 2021 be read a first and second time

That the Meeting adjourn at 8:47 p.m.
