THAT the attached minutes be approved as presented.

THAT Council RECEIVE the Final Report for the Canada Company Drain North dated September 13, 2024, prepared by R. Dobbin Engineering Inc. AND THAT the first sitting of the Court of Revision on behalf of the Canada Company Drain North be scheduled to be held on November 6, 2024, at 7:00 p.m.

THAT Council RECEIVE the Final Report for the Gilbert-Windsor Drain (2024) dated September 4, 2024, prepared by R. Dobbin Engineering Inc. AND THAT the first sitting of the Court of Revision on behalf of the Gilbert-Windsor (2024) be scheduled to be held on November 6, 2024, at 7:00 p.m.

THAT regular Meeting of Council, adjourn to sit as the Committee of Adjustment at 6:12 p.m.

THAT condition #16 be amended to include MDS setbacks being met, as an additional way to satisfy the Chief Building Official concerns; AND THAT Application for Consent B21-2024, submitted under Section 53 of the Planning Act be GRANTED, as amended by the Committee of Adjustment subject to the conditions outlined in the planners report.

THAT Application for Consent B22-2024, submitted under Section 53 of the Planning Act be GRANTED subject to the conditions outlined in the planners report.

THAT Committee of Adjustment adjourn at 6:49 p.m. AND THAT Council reconvene as a Public Meeting under the Planning Act.

THAT Council receive the report for information for Zoning By-law Amendment ZBA-20-2024; AND THAT a By-law be provided in the By-laws section of this Agenda for APPROVAL of ZBA-20-2024 which proposes to rezone the property from ‘Rural Industrial (M3) Zone’ to ‘General Agricultural Exception 110 (A1-110) Zone’ for property with a municipal address 2492 Elginfield Road (County Road #7), legally described as Part of Lot 23, Concession ABCR West, in the geographic Township of West Williams, Municipality of North Middlesex, County of Middlesex

THAT the presentation be accepted as information.

THAT Council receives the Public Works Operator 2 Position report; AND THAT Council directs Staff to proceed with hiring for the new Public Works Operator 2 position.

THAT Council receive this report for information.

THAT the Municipality conduct a public survey on issues including road safety and vehicle speeds.

THAT Council approve the lease in principle; AND THAT the Director of Community Services is delegated the authority to further negotiate clauses in the lease prior to the Mayor and Clerk endorsement. OR THAT Council approve the lease as presented. OR THAT Council defer this item to the next regular agenda.

THAT By-laws 081 of 2024, 082 of 2024, 083 of 2024, and 084 of 2024 be read a first and second time. Provision for questions

THAT By-laws 083 of 2024, and 084 of 2024 be read a third and final time.
